Rome represents a very complex reality because of the enormity of its administrative territory and of its urban development, having a compact center and an extended urban system with a density increase in correspondence to the ancient consular streets, making the city looks like a tentacled octopus.

The main objective of the Sustainable Mobility Strategic Plan is to develop a regulated asset and an efficient transportation system in the city area to guarantee the right protection of mobility rights, security and health, which is part of Sustainable Mobility.

The population growth in the neighborhoods surrounding the city with the consequent outliers growth, is the key factor on which the mobility system depends.

The plan's main objectives are:

- to allow people and goods accessibility to the city and its hinterland, improving the modal partition in favor of the public transportation
- to make traffic smoother, with the consequent reduction of the traveling time
- to reduce air and acoustic pollution deriving from traffic
- to improve the security and quality of infrastructures
- to protect archaeological, architectural and natural heritage
- to relaunch and develop the parking plan
- to encourage knowledge, enforcement and respect of the laws
The organizational idea boosting these objectives includes:
- a mobility articulation that will encourage public transportation utilization in approaching the city center and the accessibility to powerful and high quality iron systems in the suburbs and in the cente
- the removal of the vehicular traffic both in the city and in the suburbs
- connection mobility installment through ports and airports and the development of water courses
- the historical center progressive realization of pedestrian areas, creating pedestrian protected paths together with the creation of very attractive areas
- the utilization of technologies made to control and give information about private traffic and public mobility
- an educational process for citizens and institutions for a better understanding of rules and street security.
