Today, the City of Rome has acquired a new and particular status, thanks to an Italian law that transformed the old Municipality into “Special Authority Rome Capital City”. This is a memorable achievement, which marks the birth of a new authority – Rome Capital City - endowed with special statutory, administrative and financial autonomy.

Rome will obtain a set of many administrative functions, such as contributing, together with the competent ministry, to the valorisation of the historical, artistic, environmental and fluvial heritage, urban development and planning, public and private constructions, organization and function of urban services, public transportation and mobility in particular, Civil Defence in conjunction with the Council Presidency and Lazio Region, and all the remaining functions translated from the Central Government to the Regional Authority.
The Municipality Council will change as well. From now on, with the new name of Assemblea capitolina (Capitoline Assembly) it will set the rules for the implementation recently acquired administrative functions, and will approve the charter of Rome Capital City.

In the following months, the Italian government will issue another law, the second on this specific topic, with the aim of regulating the new powers attributed to the special authority and ensuring the institutional liaison among Rome Capital, the Central Government, the Regional Government and the Local one.
The same path will be followed by the Rome capital transitional ordinance; more resources will be assigned to the Authority taking into account the specific needs that Rome capital will require to fulfil the new role.

The new ordinance has come into force the 20th of September, a date that is meaningful for Rome. On the same day, in fact, in 1870 the Italian Army went through the Aurelian Walls of the Pontifical State and annexed Rome to the Italian State. This episode is known as “Breccia di Porta Pia” (the Porta Pia Breach).
